At least 1,364 acres had burned by Monday evening with 0% containment, after the Sandy fire destroyed one home and another structure in Simi Valley.
More than 28,600 people were under evacuation orders, with warnings expanded into northern Thousand Oaks and Los Angeles County border communities as about 500 firefighters, helicopters and dozers joined the response.
Winds gusting 25 to 40 mph drove the fire's rapid spread; forecasters said overnight onshore winds could briefly help crews before another northeast Santa Ana round Tuesday morning risks pushing growth in the opposite direction.
Gov. Gavin Newsom said FEMA approved a fire management grant covering 75% of eligible suppression costs, while Simi Valley schools closed Tuesday and shelters opened for residents and animals.
