Middlesbrough council is preparing to turn the Cleveland Centre into a health-led hub, with more council services moving in and a possible second phase bringing some NHS services onto the site.
Chris Cooke said the strategy follows retail consolidation in the town centre, with Boots already gone, JD Sports potentially leaving, and Hill Street Centre described as the stronger shopping offer.
Live Well has operated there for more than a year, an employment hub is expected soon, and Cooke said lower-level scans could eventually be provided there instead of sending patients to James Cook Hospital.
Cooke said key anchor tenants and the on-site hotel remain important, while fuller plans should be set out in coming months as logistics are worked through.
The shift would deepen the council's repurposing of town-centre assets bought under a previous administration in 2022 for £12 million, while Cooke rejected claims the site's health services were worsening crime.
