China Unveils 8 Tax Refund Measures for Foreign Travelers, Expanding Paperless Processing From July 1

China on Monday rolled out eight measures to streamline departure tax refunds for foreign travelers, aiming to lift inbound consumption with faster and easier claims.
July 1 is the key start date: refund claims under 10,000 yuan ($1,468) will face random physical checks, while customs and agencies will be allowed to verify refund forms and invoices online for paperless processing.
The package also widens access by encouraging more stores to register as refund outlets, with local governments targeting major shopping districts, scenic spots, markets and departure ports for near-complete coverage.
The existing "buy and refund immediately" service will let travelers complete refunds at different ports and extends the refund window to 28 days, while dedicated refund service areas will be added at major expos including the CIIE and Canton Fair.
