Pforzheim ordered about 30,000 residents to leave after workers uncovered an unexploded 1.8-ton World War II bomb in the city's east.
The HC-4000 device contains 1.35 tons of explosive material and is due to be defused later Sunday, with firefighters checking that the evacuation zone is clear.
Officials said the bomb does not pose an immediate danger to the public, though the precautionary operation covers a large area around the construction site.
Such wartime bomb finds remain fairly common in Germany more than 80 years after World War II ended.
