Kamala Harris urged Democrats to consider expanding the Supreme Court, pursuing D.C. and Puerto Rico statehood, and weakening the Electoral College after recent redistricting defeats.
Those calls followed two setbacks: a late-April Supreme Court ruling curbing the use of race in mapmaking and a Virginia Supreme Court decision in May striking down a Democratic-friendly gerrymander.
Republicans answered quickly, with Speaker Mike Johnson calling Democrats "institutional arsonists," while Democratic Rep. Jason Crow said the party should focus instead on costs, health care and war spending.
The fight comes as Republicans are emerging ahead in the map wars, with the GOP potentially gaining more than a dozen House seats before November while Democratic counter-mapping in blue states likely waits until 2028.
