Late-April state letters said Arnold Kubei’s home-care businesses posed an “imminent risk of harm,” citing missed services, medication failures, lack of emergency contacts and relapse risks for vulnerable clients.
Minnesota’s Department of Human Services suspended his license to provide home and community-based services while pursuing an administrative fraud investigation tied to Medicaid payments.
Home Sweet Home Minnesota has received nearly $3.2 million in taxpayer-funded payments since 2024, and Kubei’s two businesses had reported $3.7 million in revenue in 2021.
Kubei denied wrongdoing in April, calling the action targeting and bullying, and has appealed the suspension while seeking to restore state-funded payments.
The case lands amid broader scrutiny of Minnesota program oversight after a federal prosecutor said suspected Medicaid fraud in the state may exceed $9 billion since 2018.
