A late-April Lebanese letter to the UN accuses Iran of inserting IRGC operatives into Lebanon under diplomatic cover and violating the Vienna Convention by refusing to recall its ambassador after Beirut sought his expulsion.
The complaint says Tehran withheld details on Iranian nationals in Lebanon and interfered directly in state affairs, conduct Beirut warned was dragging the country into a war it did not choose.
The letter surfaced as U.S.-hosted Israel-Lebanon talks entered a second day in Washington, with the April 16 cessation of hostilities extended by 45 days and a Pentagon security track set for May 29.
