A bipartisan bill from Sens. Rick Scott and Elizabeth Warren would permanently bar former lawmakers and elected officers of Congress from lobbying after leaving office.
Current law only imposes cooling-off periods—1 year for former House members and 2 years for former senators—before they can lobby their former colleagues.
Scott said the BLAST Act targets the Capitol Hill-to-K Street revolving door, arguing lawmakers should not use public office to set up post-government lobbying careers.
Warren cast the measure as a trust-restoring step, saying Congress should serve the public rather than enable members to cash in after leaving Washington.
