Documents reviewed by Ukraine's military and intelligence chiefs show Russia plans strikes on about two dozen Kyiv "decision-making centers," including the President's Office and Zelensky's Koncha Zaspa residence.
The briefing cited coordinates for government buildings, military command posts and three underground shelters in central Kyiv, prompting Ukrainian authorities to factor the threat into their defenses.
Zelensky used the warning to press Moscow to end the war and negotiate, saying Russia was seeking new ways to intimidate Ukraine rather than pursue a dignified peace.
The alert follows a Russian missile attack overnight on May 14 that destroyed part of a Kyiv apartment building and killed 24 people, including three children.
It also lands as ceasefire efforts remain fragile: limited truces since 2025 have largely failed, and U.S.-backed talks have stalled without a major breakthrough.
