Retired Rear Admiral Tim Gallaudet said he believes some UFOs are directed by a “higher-order non-human intelligence,” based on material from government programs he said he was read into.
Two capabilities drove that conclusion, he said: objects moving between ocean and atmosphere without disturbing the sea surface, and traveling at speeds beyond known U.S. or adversary technology.
Gallaudet said he has not seen an alien and avoided the term extraterrestrial, arguing officials still do not know the objects’ origin, nature or intentions.
The remarks add a high-profile former Navy and NOAA official to a debate that remains unresolved despite fresh UAP disclosures and persistent public interest.
