Lima Tops Time Out's 2026 Food Cities List After 24,000-Resident Survey

Q: Is a city’s food scene truly great if locals, like those in London, can't afford to enjoy it?

Not entirely. A food scene can be world-class in quality, diversity and innovation, but if many locals are priced out, its greatness is incomplete. Time Out’s own methodology recognizes that point: 70% of the ranking is based on residents’ views of quality and affordability. London scored highly on quality, with 96% of locals rating eating out “good” or “amazing,” but only 42% saying it is affordable. That suggests London’s food culture is admired, yet not broadly accessible to the people who live there. The contrast with Lima is telling. It topped the ranking not only for culinary depth and global prestige, but also because locals see it as affordable: 85% said dining out is affordable and 90% called it cheap. That makes Lima’s food scene both excellent and usable as part of everyday life, not just a special-occasion or tourist experience. Broader economic evidence supports this distinction. In periods of high living costs, dining out becomes one of the first expenses households cut. Analysts and restaurant owners have described eating out as a luxury when budgets are tight, and that weakens local participation in the very culture being celebrated. A city may still attract visitors and critics, but a food scene that residents cannot regularly enjoy becomes more exclusive than civic. So the fairest answer is that greatness has two parts: culinary excellence and public access. London clearly has the first. Cities like Lima show that the strongest food capitals achieve both.
